Most free VPNs are not free — they’re paid for with your data. We test the few that aren’t, and name the ones to avoid.
There is no such thing as a free VPN. The infrastructure costs money to run, which means a “free” provider has to fund itself somewhere else — usually by selling user data, injecting ads, throttling bandwidth into uselessness, or in the worst cases, by working as the front-end of a surveillance product.
That said, a handful of reputable providers offer a free tier as a funnel toward their paid plans. Those tiers are safe to use because the business model is in plain sight. They’re also limited on purpose — capped bandwidth, fewer regions, no streaming support — but they protect your traffic the same way the paid product does.
The list below filters the providers we test to the ones with a genuinely usable free tier or an honest, low-cost entry plan under $5/mo. Every entry is held to the same rubric as the rest of our rankings: real lab measurements, the same audits, the same questions.
There are two patterns that get marketed under the same “free VPN” label, and the difference between them is the entire decision. The first is a paid provider’s free tier: a deliberately-capped version of an audited paid product that exists to upsell the paid one. The encryption, the leak protection, and the no-logs policy are the same as the paid product. The cap — usually a few hundred MB of bandwidth per month, a short list of country exits, no streaming support — is what funnels heavy users to upgrade.
The second is a standalone forever-free app, often from a publisher you can’t identify on the App Store or Play Store, with a privacy policy that’s templated and identical to a dozen other apps. The business model here is rarely visible because it’s rarely defensible — selling browsing data, ad injection, or peer-to-peer routing that turns your device into an exit node for other users’ traffic. The category is unfortunately full of these, which is the whole reason this page exists.
Three quick checks separate the safe options from the rest. First: does the provider also sell a paid product, with the features documented on the same site? A yes is a good sign — it explains where the money comes from. Second: is the corporate ownership identifiable on the site? Hidden parent companies are a red flag in this category specifically, because the free model already requires more trust than the paid one. Third: is the privacy policy specific about what data is collected and what’s done with it? “We don’t sell your data” is not the same as “we don’t collect it.”
Two yeses out of three is the minimum bar; one or zero is a reason to look at the next provider. The free VPNs that make our ranking pass all three. The free VPNs we explicitly exclude fail at least two.
Even the safe free tiers come with constraints that shape how much you’ll actually use them. Bandwidth caps in the few-hundred-megabytes-per-month range are enough for occasional sensitive browsing on public Wi-Fi but not for streaming, not for video calls, and not for any kind of large download. Server selection is usually limited to three or four regions, which restricts both the “bring your home internet with you” use case and the “route to a specific country” use case. Streaming-platform unblock is generally absent from the free tier even when the paid product handles it well.
For most readers, the right pattern is: use the free tier to test the provider’s app and infrastructure for a week, decide whether the experience is what you want, and then move to the long-term paid plan from the same provider. A long-term plan from a reputable provider routinely lands at $2–$4/mo, which removes the bandwidth and server constraints without changing the protection model.
Free tiers get the same evaluation as the paid products: the leak panel (DNS, WebRTC, IPv6), the kill-switch hold-under-reconnect test, the streaming probe against the major platforms, and the same audit-and-jurisdiction checks. We also run three free-specific checks: corporate ownership transparency, privacy policy specificity, and app-permission audit on iOS and Android. Providers that fail any of the three are excluded from the ranking rather than ranked at the bottom — the readers most likely to read a free-VPN ranking are also the readers who can least afford to use a hostile one.
